President Joe Biden has taken action to address the soaring energy demands of advanced AI data centres, underscoring the growing importance of artificial intelligence in shaping the future of the US economy and security. On Tuesday, he signed an executive order aimed at accelerating the development of essential infrastructure to support these high-tech facilities, the White House revealed.
The executive order sets in motion a plan to lease federal land managed by the Departments of Defence and Energy. The sites will host gigawatt-scale AI data centres and accompanying clean power projects, designed to meet the enormous energy requirements of operations in tight timelines. By utilising federal resources, the administration seeks to fast-track infrastructure development and address the challenges posed by the rapid growth of AI technologies.
“The order is about ensuring the United States leads the way in building the next generation of AI infrastructure,” Biden said in a statement. He claimed that the initiative is about more than just technology; it is also about bolstering national security, improving economic competitiveness, promoting clean energy, and promising the responsible use of AI.
A significant provision of the order requires companies developing data centres on federal land purchase a fair share of US-made semiconductors. The mandate ties into the administration’s broader effort to bolster domestic chip production, an industry that has received over $30 billion in federal subsidies.
Addressing urgency and challenges
White House technology adviser Tarun Chhabra highlighted the urgency of the initiative, noting that the scale of computing power and electricity needed to train advanced AI models, known as “frontier models,” is increasing. “The infrastructure to train and deploy these powerful models must be built here in the US to ensure we remain competitive and secure,” Chhabra said.
By 2028, leading AI developers could require data centres capable of generating up to five gigawatts of power – an extraordinary amount, equivalent to the energy needs of several million homes. To ensure environmental sustainability, meeting these demands will require major investment in clean energy and technological innovation.
To streamline the process, the executive order directs federal agencies to expedite permit award procedures, improve connections to the national electric grid, and enhance transmission development around federal sites. The steps try to cut through bureaucratic red tape, ensuring projects move forward without unnecessary delays.
Environmental and industry implications
The administration is aware of the environmental impact of large-scale data centres, which consume massive amounts of energy and water. As part of the order, facility developers are required to rely on clean energy sources and cover all associated costs. The approach minimises the burden on local communities and the power grid while aligning AI development with the nation’s climate goals.

Industry leaders like Microsoft and BlackRock have already made significant investments in AI infrastructure, indicating confidence in the administration’s vision. The Commerce Department recently announced additional limitations on the export of AI chips and related technologies to prevent competing countries from gaining access to advanced computing capabilities. Chhabra pointed out that the misuse of AI technologies might pose significant problems. “AI systems today are already capable of applications that, if weaponised, could have devastating consequences. Ensuring these systems are developed and housed domestically is critical to safeguarding our national security,” he said.
Biden’s order also states the risks posed by adversaries who might use AI capabilities to launch cyberattacks or develop advanced weapons. By centralising AI system development and storage in the US, the administration seeks to reduce threats and maintain control over some of the most powerful tools that emerge.
