Sources cited by Reuters claim that American law enforcement agencies have been placing location trackers in targeted AI chip shipments deemed at high risk of illegal diversion to China. Two individuals with alleged direct knowledge of the practice told the news agency that these chip surveillance measures apply only to select shipments already under investigation.

The unconfirmed reports describe a sophisticated tracking operation involving multiple government agencies. According to the sources, the US Department of Commerce’s Bureau of Industry and Security typically oversees such efforts, with potential involvement from Homeland Security Investigations and the Federal Bureau of Investigation.

Five additional people reportedly involved in the AI server supply chain claimed awareness of tracker use in shipments from major manufacturers, including Dell and Supermicro, which incorporate processors from Nvidia and AMD. The sources alleged that trackers have been discovered both on shipping boxes and hidden in server packaging, with some devices reportedly as large as smartphones.

The official non-response contrasts sharply with the typical American approach to addressing surveillance concerns involving other nations.

The potential existence of a US chip surveillance programme highlights a striking contradiction in Washington’s technology security narrative. For years, American officials have positioned themselves as defenders against authoritarian surveillance, frequently citing Chinese tracking capabilities as fundamental threats to global privacy and security.
